Sectional Title Schemes

Executive Managing Agent (EMA)

Donda Property Group has been appointed on the Community Scheme Ombud Service (CSOS) Panel of Executive Managing Agents, trusted to provide structured governance, transparent financial management, and compliant operational oversight for sectional title schemes and homeowners’ associations.

Legal Requirement: Registration & Compliance

All sectional title schemes and HOAs in South Africa must be registered with CSOS and maintain compliant governance, transparent finances, and valid trustee procedures.

  • Register with CSOS and submit annual returns
  • Keep accurate financial records and audited/reviewed statements
  • Adopt enforceable conduct & management rules
  • Follow the STSMA, Sectional Titles Regulations and the CSOS Act

Top risks of non‑compliance

  • Financial instability — levy arrears, cash‑flow problems and unexpected special levies.
  • Legal exposure — invalid trustee decisions, weak record‑keeping and litigation risk.
  • CSOS interventions — penalties, directives and escalated disputes.
  • Maintenance backlogs — deterioration, emergency repairs and higher long‑term costs.
  • Weak governance & reputation — unenforceable rules, owner conflicts and falling property values.
